A creature is soaring if they are flying and at least 10 feet above the nearest surface they would land on if they fell. The surface could be the ground, a roof, water, the surface of a boat, or anything else large and relatively stable. Something smaller such as a ship's crow's nest or the top of a wall that a creature passes over does not change whether or not they are considered to be soaring unless the creature lands on it.
